Klon (apis) volume at maximum at 9 o'clock

So I built two of these for some buddies, but one is acting funny. Sounds perfect, but the volume sweeps from zero to full (equal output as other pedal on max volume) at about 1/4 up and then stays that volume the whole way up.  Is this probably just a bad pot?

It could be a faulty pot (not sure what would be wrong with it, but that doesn't mean it couldn't be a faulty pot  ), but it could also be that you by accident swapped the volume for a C taper instead of a B? That would give about the result your describing.
