Cherry bomb Q1 readings

Hi, after a while and some research and talking to people on the forum I foundout where and how to adjust the voltage of the trannies.So, Q2 is adjusted by R6 and Q3 by R13.What about Q1, how do I adjust Q1???
My reading are: Q1 1.75 volts; Q2 5.4; Q3 6.3.
Isn't it supposed to have all of them around 5 volts?I assume there's some wrong going on around Q1.
