9V ground on PCB for pepper spray

Does the ground hole need to be connected to anything on the fabricated pepper spray board. it is absent on the wiring diagram in the instructions.

Yes you connect ground hole to your 3PDT... The new general wiring diagram is here  and it actually has a diagram of the pepper spray as well :)
