Lectric-fx Flintlock Flanger issues

Hey everyone, recently finished up on all my other builds and I'm coming back to this one to try and troubleshoot. I keep getting stuck at the first step where it says to test for 15 volts at the test pad. Well once I do that, I'm only pulling about 4.86 volts. Not really to sure where to go from here unless something was faulty from the get go, or I burned something up firing it up the first time. I was quite diligent when putting this one together and making sure everything was in the right spot.

Did you double check that your voltage regulator IC/transistor (IC7) was in fact a 7815 and NOT a 7805?

I would wish it was that easy, unfortunately after double checking it looks like its a LM78L15ACZ. So a 7815 is definitely in that spot. Not sure where to go from here.

What are your voltages on the regulator and charge pump and do you have a different one to try? If all the parts are good, in the power section, and working right, it's not possible to have 4.5v and pad 1.

I do have an extra of each, I'm noticing when I plug in the pedal to the power supply the LT1054 does get kinda hot. Can you please give me a crash course on how to check the voltages properly with this one?

Here is an opamp pinout diagram. Power up the pedal. With the DMM on DC voltage, lace the black probe in any ground point. With the red probe, measure the voltage on each pin of your LT 1054.


Also measure each leg of your 78L15.

1 - 2.32
2 - 0.90
3 - 0.02
4 - 0.04
5 - 0.02
6 - 2.60
7 - 1.37
8 - 9.29

and the 78L15 reads:

Input - 7.04
Ground - 0.02
Output - 8.50

How confident are you the LT 1054 is in the right spot and it's good. That's where your problem is.

I guess I'll swap that out then, I thought I had an extra on hand. But unfortunately I don't. I'm quite confident it's in the right spot. I know IC11 is hard to see down there in the bottom right hand corner of my picture. I'll pick another up and see what happens after that. Hopefully I just have a faulty IC and it's nothing else. Made sure I had no bridged spots either.
