I did not order the footswitch pad so my question is where do I connect the tips of the input/output jacks? The old board had in/out but not the new one.

Told you it was a dumb question  ::)

That's just a regular 3pdt wiring scheme. In goes to lugs 4 and 9 out goes to lug 8. Board send goes to lug 5, board return goes to lug 7. Ground is lugs 2,3 and 6, led is lug 1.

Jimilee, my bad man. I said input/output jack but I meant what is the in/out on the PCB. My choices I guess are RTN SND.

I've got a dead pedal and it may be a ground issue.

Send is the input to the PCB, Return is the output.  If you are wondering about the foot switch wiring, here is a link:

Sorry for the confusion, I tried to lay it out as simple as I could. Send is in (lug 5) and return is out (lug 7).

Well that got it working. I had the SND RTN bassakwards. Thanks guys.

But now it noisy as all get outs. Everything works but it sounds like the ocean as it modulates. Need to figure that out now.

Power supply? Some power phasers are sensitive to different power sources.
