Rhythmatic clicking sound when selecting effect

Hey guys, I am new here on the forum. I have had relative success building some fuzzfaces. I am currently building another for a friend of mine. I have everything wired up. Bypass works ok, But when I switch to the effect I just hear a rhythmatic soft blip that is the same duration in length and occurs about once a second and a half. This happens when I plug in the 9v power supply. When I plug in the battery the effect works fine. I have changed out the power jack twice and same thing. I am using new jacks that i've never used before but they are the 3 contact jacks and I am pretty confident I know how to wire there correctly. Does any one know what I could be doing wrong? What more information do you need?

Maybe try it on a different power point in your house?  It may be interference coming from the house circuit.  Also try a different 9v supply if you've got a spare. 

Some effects are more susceptible to picking up outside interference.

If you have both signal and noise when using a power supply, then it's noise from your power supply.  In addition to mjg's answer, try adding some filtering to the pedal's power input.

But if you're not getting any signal at all in active mode, just that noise, and you get signal when using a battery, that sounds like your power jack wiring needs attention.  In that case, see below. 

The 3-lug DC power jacks have an internal switch, plus an internal-battery lug, a power-to-the-circuit lug, and a ground lug.  They should be wired as the name implies.  With no power plug in the socket, the switch makes, and the battery lug connects to the power-to-the-circuit lug, and you run on internal battery.  Putting a power supply plug in the socket breaks the switch, which disconnects the internal-battery lug, and connects the external power plug to the power-to-the-circuit lug. If you have the wires to the DC jack battery lug and power-to-the-circuit lug reversed, it would work on a battery, but not on a power supply.  Try swapping the two hot wires.

I am getting just the clicks no signal when effect is engaged. I have wired the power jacks all the same from previous builds as far as I can tell, and they all work fine. It's just this one.. I have been using jacks I usually don't use.. but I am pretty sure I wired them correctly. I will post pics tonight when I get home. Thanks for the responses guys!!

What medium is this built on? Madbean PCB or...?
If it's a PNP FF there's a handful of gotchas in terms of power that could be the issue.
Pics will help a lot. Power and battery wiring in particular. Sounds like DC is reversed or something is shorting your PSU and it's going into protection mode. That or a borked charge pump.
Also, fwiw, a FF will run a loooong time on a battery.
If you get the correct led(reds tend to be more "efficient") like say the SLR5001 5MM RED
) datasheet ), and work the math via ohms law, using a 720k CLR would give you a current of only 10mA at 1.8V. not gonna be super bright(super bright/high intensity LEDs will suck up more juice that the FF will) but will work.
Sorry, off on a tangent. Point being, limit the current and correct led could save more battery. Using a 1/2 watt CLR could get you a fraction more life in theory as you'll have less heat.
