Woodstork bias issue

I was biasing a Woodstork that I finished a while ago and haven't boxed and can't seem to get the bias in range. The voltage coming off the Jack is 9.5v and the closest I can get at the test point is about 7.5. What can I do to get closer to range?

You can change R6 from 1k to something larger. 6k8, 8k2 or 10k. That will fix it.
