Setback - no effect?

I'll assume it's IC2B, check the pins are not shorted, solder joints aren't gold joints and check C13 for correct polarity.
Also check C11, C12, C14, R18, R19, R32 for good solid solder joints.

Probe all of the pins of ICB2 and the caps and resistors listed above, you can follow it to where it stops.
