Wigl LFO problem

I built a Wigl in a combo pedal with a Mimik and Ping everything in line is working but I have no LFO on the wigl, LED3 just stays on. The trimmer and depth pots effect the brightness, but no response from the rate indicator. If I adust the trimmer with an instrument plugged the effect does function. Any ideas?

All IC voltages are consistent
with the build document except for:
Pin 3 IC1- 1.06v (2.55v on the doc)

Any assistance would be greatly appreciated.

Got pics? Is anything shorting out? Solder bridges?

otherwise we would just guess around. It sounds like either the LFO is not working or it doesn't reach the LED, but we need more info to be sure. thanks

EDIT: are you from pelagic records by any chance?
