Kraken no sound when engaged

I finished putting the Kraken envelope filter together and it passed sound when off but when turned on no sound is passing. I checked my switch and pots wiring and both are correct. I'm assuming it's to do with the ICs but I'm not sure what voltages I should be seeing.

Okay voltages are measured and something seems odd with IC1
