Zero point sdx2 not working

I've finished building a zpsdx2 and have it wired as true bypass. Bypass passes signal. Pedal on passes signal but with no delay. If I have the volume for either output up, I can hear the delay changing, while changing the delay time with the hiss from the tape switch enabled. No audible chorus on output, but it's led is working.  Voltages are pretty close on all ics and transistor collectors, except ic 2 pin 7 is 1.663, and pin 8 is 2.336. Are the leds at d4 & d5 supposed to be illuminating, or are they being used as diodes here? Mine are not illuminating. I've reflowed all solder joints, checked all polarized caps for correct polarity, checked all diode polarities, pot values, and checked wiring for the 4th time. I've been audio probing, and I'm getting audio signal on pin 9 & pin 15 of ic2, and chorused signal on pin 12 of ic2. Nothing on the input (pin16) at all! No signal at all on ic3. On the input side of ic2,  I get signal all the way up to r11, where it doesn't pass thru. R11 is the correct value and I don't see any solder bridges.
Can anyone think of any spots to check?
