I've noticed this type of noise when using switch mode power supplies (Onespot is one). A switching frequency is used that can lead to whine or noise in some effects. The biggest issue I had was with LFO based effects and an FET booster.

A Voodoo Lab psu got rid of the problem.

Can you rig-up a tester with a pp3 clip to a power plug and test it with a battery? I don't think there's anything wrong with the pedal. It's probably a misbehaving psu!
