Road Rage Help

I'm trying to deliver 18v to a Timmy Pedal using the schematic from the road rage, with a few components left out. I'm installing it inside the enclosure I housed the Timmy in.  Problem is, i'm not getting 18v from the 18v output, i'm only getting 9 volts.  I've included the schematic and layout i'm using for my board, I made my own layout without the -9v output and the regulated output.  Any help would be greatly appreciated.

Take out C2.

Would that be C2 on my schematic or C2 in the schematic from your project files?

In yours. It is not needed for what you are doing. I'm not sure if that is causing the problem, but it will at least eliminate one possibility.
