My lowrider is working,yet octave down 1 is much louder than octave down 2.or perhaps Octave down 2 is quiter than 1.any suggestion?

We hear lower frequencies as quieter than higher frequencies regardless of actual amplitude. There are also gain concerns regarding actually producing the second octave down, so there is some loss along the way from the signal rectification. Your pedal is almost certainly working correctly.
