Sound can't escape the IC

What does it mean if I get sound going into the IC, but there is no sound coming out of the other side?

I working on a blue clipper.
I've tried a few different TL071 chips in either orientation.  I can never find the other side of the blue input line.

This is a pretty complicated circuit, so I'm not ashamed to ask for help here.

You should have an output signal out of pin 6.  What are your voltage readings?

Sight unseen and assuming that you've soldered the connections correctly, I'm going to guess you've used 150K instead of 150R for R3. If it's 150K, the gain on your IC will be very low.

DMM says R3 is 150Ohm.

IC pins:
1: 0
2: 8.6mv
3: 0
4: 0
5: 0
6:4.3mv
7: 0
8: 0

Either you're measuring your chip wrong, or you have your ic in backwards. You should have power on pin 7, and pin 4 should be ground (0V).

You ever hear that DMB song "Proudest Monkey", well i'm the "Retardedest Pedal Hoebbyesy".

I started tracing my power line back to the source, and ran into the problem.  I didn't connect the power wire to the pwer source.

Dude, these kinds of posts save lives. Seriously, when working solo sometimes all it takes is a bit of dialog/info like this to solve or trigger a new idea for someone.
Glad you got it sorted.
There are some really good tuts on troubleshooting I know GuitarPCB.com and FSB or DIYSB have good ones.
The gist is that 99% of the time it is:
Wrong part/value/orientation
Wiring
Grounding
Soldering bridge/break
Even for geniuses!
