Desperately need help with Leviathan pedal build. PROBLEM SOLVED!

 :)Hi Guys.. Having trouble with My Leviathan Delay,,, The TL072 amplifier work(getting signal out),, but the PT2399 is not modulating the input signal.. The supply voltages are all spot on.. I'm getting some type of oscillation wave form at Pin 15 But the LVL(volume control has no effect.. I can hear the Tone circuit working.. There is Wave coming from PIn 5. I'm stumped fellas,, anyone else had this problem with this build and been able to discover what the problem/problems were? Heeeeelp,, LOL PuLlInG mY hAiR out... Problem Solved...  Only lost 1/4 of what's left of my Hair,,
