Cherry Bomb - has bypass and power, but no effect

I made the Cherry Bomb.  I have bypass and power, but no effect.  The LED lights up also.   I could not find a 200pf cap, so I just a 220pf silver mica. 

Transistors are as follows:

Q1 - BC184L
E - 1.03
B - 1.03
C - 1.68

Q2 - BC169B
E - 1.66
B - 1.68
C - 2.38

Q3 - BC-109
E - 0.67
B - 1.29
C - 6.35

Any advice would be greatly appreciated.  Not sure if it's just something simple that my noobness does not permit me to recognize.

I saw the standard to-92 layout on diystompboxes.  However, on this sheet for the BC184L, the collector is in the middle, I think?  Could it be possible I have to cross the legs?

Looked at the schematic and measured more stuff

I have continuity between ground and r2, gain 1, r4, c3, r11, r14, c10, volume 1, c12 and d1

Also have full voltage on r1, r6, r12 and r13
I thought this would save me money.

I threw another pedal into oscillation, plugged it into the input jack, and used chromesphereon's tutorial on the audio probe (sweet videos by the way.)

With a 10 nano cap on an alligator clip, I think I traced the audio path and had sound through the entire thing.  However, it does get much lower.  I am running an oscillating moog low pass filter into this, which is as loud as a fire truck.

Starting at the left of the schematic, C1, R3, R2, C2, Q1 and R5 have the tone coming through fine with the probe.

Then the volume drops off with C3, C4 and C5.  R4 has nothing, but I'm not sure if it is supposed to.  Q2 also has diminished volume.

I thought this would save me money.

No guitar goes through with the effect engaged, but the moog oscillator does, which I guess is because it's insanely loud.

If anyone has every built this one before and can confirm this, I think I need to cross the collector and base on the bc184l and bc169b.  However, I don't know what I'm doing.  I have these on Q1 and Q2.

base and collector needed to be crossed on those two.  pedal fired right up afterwards.  that took a long time to figure out
