adbx- no delay, help me please

Hi guys....i'm getting frustrated with this, finished populating it about a week ago, had dry output, no delay, i rechecked and reflowed all my solder, checked and rechecked values, have my jumpers set correctly for the BBDs and probed and i'm getting high pitch whine from the bbds on pin 3 and 4, i subbed a ne571n for the ne570, and a tl072cp for ic6(also tried a tl062). I am using v3205s I purchased on the parts jar on here. Here's my voltages and some pics.

Some of the voltages seem to be off on IC2, 3 and 3.

I posted voltages twice.  Look at the second one.  The first are off.

It certainly does help the compander to work if it has full voltage on its positive supply (Pin 13) and have its ground connected to ground (pin 4).

Have you taken the readings upside down?

If not measure that pin with the chip out the socket and see if it changes, might be a bad compander.
