Not having any luck with flangers at all...  Here is a start for the voltage readings.  I did not complete this because something seems VERY off.  Can someone with more mxr flange experience tell if this is fubar and I should scrap it?

Don't scrap it yet.  You need to put the pin numbers next to the voltage readings.  The only thing close to +15 I see is "14.81", but it's unclear which pin.  That would be OK for pin 8.

IC2 doesn't have any sign of power.  Should have +15 on pin 8.

IC7 and 8 supply the power to the rest of the board.  Check those.  You need to get +15 on IC8 Vo, and approx. +7.5V for "VB."

+1 for labeling the pins. Need to post properly labeled voltages for ALL of the ICs before anyone can assist.

Also, post voltages on the regulator  ;)

If that is the case then there is definitely something wrong. Should NOT have 14.8V on Pin 5 of IC1

Are you using an LT1054 for IC7? Have you double checked ALL component values and cap orientations?

Can you repost with ALL voltages for ALL ICs and the regulator?

I just noticed I used bc549b instead of c.  I just ordered some bc549c.  Could that be it?  Should I continue to check voltages or should I wait till I replace the npns?

I doubt it. You really should repost your source voltage and new reading at the pins of all the ICs. Make sure you properly label them!  ;)

Just went through this again and I am at a loss. All the parts seem to be correctly oriented and soldered cleanly.
