does anyone have a pt2399 part for eagle they wouldn't mind sharing?

It sure is in the madbean's Eagle Library.  I think there's somewhere in the forum(s).  ;)

you can also just use a generic 16-pin chip, you just have to make sure you connect the pins properly.
