Quick Question on Road Rage

If I am using the road rage to get =9 and - 9 voltage for a bugcrusher build, do I need the 7815T voltage regulator?

No. If you're only using the +/-9V taps, the regulator and some caps aren't needed. Take a look at the build docs for which ones aren't used.
