Second half of the opamp in dual opamp dirt pedals?

Am i right if i say that the first half of the opamp is usually used for gain and the second half usually used for small gain/boost, sometimes active tone control, but also and mainly for lowering the output impedance?

That sounds about right. A good way to say it is that the second half acts as a makeup gain stage after the tone section.
