Bypass board with output buffer for tails?

Oh cool, I came here to ask the same question then saw it's been asked already.

I've checked out a couple schematics of the Madbean projects with tails but I don't know who I was kidding- I wasn't able to isolate the tails function.

Is this at all what's going on there?  There's got to be something missing, right?
