Aquababy - No Delay Passing

Hi all - first post for me on the mbp forums.

Despite the many successful madbean pedals I've built, I've run into troubles with my newest Aquababy build.
No delay is passing when I have the pots set at their recommended positions as per the PDF guide when fine tuning the bias and clock etc. My clock frequency is good, and all pin voltages are good EXCEPT for my IC2 (NE570). I have posted the voltages I read for all pins, with an asterisk next to the pins with bad/unwanted voltages.
I have replaced the whole chip with the suspicion of a faulty IC, however the voltages didn't change upon doing so. Ive tried backtracking the other components from the bad pin voltages by looking at the circuit diagram with no luck or suspicion of other bad components.

Pls help with any ideas on what to do.

Cheers

You should post some pics as well as build an audio probe to isolate the problem area.
