eBay is full of different versions of this. They are all based on the infamous AVR Transistor Tester: https://www.mikrocontroller.net/articles/AVR_Transistortester#Introduction_.28English.29

I recently ordered another one of these since my old one suddenly went bonkers. It still fires up but no longer recognizes anything properly. Don't know what happened, could be that I mistakenly plugged in a charged capacitor or something.

FWIW the boxed ones can't do SMT, the unboxed versions usually have SMT pads exposed.
