Are 1n4148s interchangeable? They seem to come up when I search for 1n914

The guy who works at my local electronics store told me they were. He seems like he knows what he is talking about. I took his word for it and have never had a problem.

Well, that did t work. I replaced the diodes with some genuine 1n914 and now I have no effect at all. I feel like there is an incorrect  resistor that  can't find.

pin 1 of IC 1 is getting about 16v and I don't know why.
