Total recall voltages

I think I posted this in the wrong forum originally (general questions vs. tech help). I couldn't figure out how to move the post, so I'm copying it here. I'm working on my first delay, the Total Recall, and I've got some wacky voltages. I was hoping someone smarter than me could help me figure out where to focus my troubleshooting efforts. Any help would be appreciated. Thanks!
