Pennyroyal warbles

My stomptown pennyroyal is not right. It is warbling and not giving a terribly deep chorus sound almost like the mix of dry to affected signal is off or the lfo is uneven. I've tried fine tuning the bias but no luck. At high speed and depth it sounds sort of metallic ring modish type sound Voltages are as follows
