I have to say, I don't see anything wrong at first glance. wonderful soldering job, btw.
I see that you removed the ground connection from the via again as you said it didn't work. try connecting the ground on your phaser 3PDT with the middle 3PDT ground connection. if that doesn't work i don't know what will.

Thanks for the complement & the advise! I connected it, it now works...Thanks alot! I'm really digging the high gain tones of this pedal.

It was Brian's idea! he posted a fix to it in the errata section once he realized that the GND pad for that stomp isn't actually connected to ground. This was one of the solutions
