What's the fish do?

The fish is poisoned.  This is referred to as Schrodinger's stompbox.

What's the fish do?

The fish provides a distraction to the cat playing guitar and thus the cat is periodically thinking about the fish and neglecting his playing duty. This creates a vibrato effect. To obtain different waveform patterns different fish are used.
