I received a black 1590BB enclosure earlier this week and it has a rough, gritty black finish.

While I like the finish, I have never worked with a finish like this before.

Is anyone familiar with this finish and if so, do you know if it takes waterslide decals okay? White, of course.

I'd avoid the water slide. The rough surface leaves bubble marks every where. Well the rough enclosures I got from mouser did.
I build stuff for myself, sometimes I do 1 offs, I label them as HornBlende Audio.

that's what I was kind of afraid of.

What I might do it put a few clear coats on top and try and level it out before the waterslide.

Yeah they don't work so well, but I love them. I usually do the T1M Pearl look with them

That's what I do in similar situations, usually with hammered finishes. It can take quite a few coats of clear to get there, but you often get a nice 3D pop when you're done.
