Another Zombie Disaster

Hey Guys,
     Looking for some help/advice. So I decided to build a zombie chorus...against my better judgement. I'm having some issues getting it going. I'm getting dry on and off but there is barely any modulation coming through. When I turn the rate pot there is an effect but not when it is stationary. I've tried 5 different MN3007 chips and 3 different CD4046BE chips too. I also put a new set of TL072 s in there. I also tried cutting a new strip board too. This thing is starting to drive me nuts. I did order a Pork Barrel and started populating it but i still want to get this going to. Here are the voltages and a picture of the layout I used.
