Yep, with a delay on the end it'll get you some of the way there. From about 3:30 onwards here (though it's got a trem going too)

I checked out the sound sample and it sounds a lot like the sample Jay-Z uses in '99 problems'. Somebody should give Jay a call and ask.....

Not surprised since Rick Rubin was involved on that track. He will use anything in a studio for sounds and is good at it.
