mu tron phasor 2 doesn't work. the led do not pulse

hi guys. my phasor 2 doesn't work. the green led (i used a 3mm one that i had, is this a problem? is it gonna sound the same with a 3mm led?) doesn't pulse. when i removed the cap i noticed that the led wasn't pulsing at all, it just responds a bit to the depth control, but very slightly. when i touched the led with my finger, partially blocking the light to the photoresistors, the effect changed a bit. that probably means that there something wrong in the oscillator.
but i don't understand what it is.

the opamp is a tl072. i don't have the power supply right now. i visually see a 5,6k for r38 instead of a 68k, i don't know why. i'll try to change this with a 68k and see if the problem persists.

my voltages on ic6 are 

1.  6,6v          8.  8,24v
2.  0              7.  6,51v
3.  -6,37v      6.  8,24v
4.  -7,98        5.  0

all the voltages are fixed, nothing is moving

incredibly it was just a bad joint. you think it cannot happen to you but it does. the led is flashing right now.

Great! Easily done but a pain to find sometimes.
