Green Bean HELP!!

Hello!  I am in the middle of my first build which is the Green Bean and I'm already planning my 2nd build, the Pork Barrel.  I have the Green Bean board completed and wired outside the box.  When plugged in, the LED does not come on.  I've tested the pedal and it only plays in bypass mode.  I started moving around wires and when I disconnected the ground wire from the board, the LED came on.  I went through the schematic and tested my grounding references.  I've also tested the voltages.  All the voltages come back at 8 VDC.  PLEASE HELP!

Can anybody tell me what the voltages should be?
Do the mods switches and comp switch have to be installed to complete the circuit?
There is an empty pin hole next to the tone control and the IC1.  Should anything be connected there?
