I was getting like 5.5 volts until the noise happens, and then it drops to like 3 volts. Looks like i'm gonna need to swap that guy out. I'll also test out the ghost resistor values.

I'm thinking its some sort of short in the circuit. The onlny chip I might not have orientated correctly is the 4558 because it has no divit in it, only a circle, which way should that be orientated?
