Wall voltage 118.4 VAC, Reading male plug on adapter 32.54 VDC. Measured w/ Fluke 117

I grabbed a geniune EH Power Supply off of Reverb. I'm getting ready to bias the Total Recall, but when I was checking polarity on the Jack I got a reading of nearly 33VDC. The power supply seems genuine and the sticker states 24VDC. I know the regulator in the pedal will knock this down, but is this too high? Will the voltage drop when there is a load?

I have a ManOWar board populated, ready to fire up but... It's positive ground right? I've gone through the build report like 6 times... I might be missing it. The drawing in the offboard wiring isn't very clear like most projects are.
