How Do I? Beginner's Paradise. / IC confusion

I have bought a couple of circuit boards and components to make some new pedals....the problem is that I purchased 2 TAPLFO 's each from a  different place. As I am going through my bags of goodies I have  1 IC that is clearly labeled  "TAPLFO" and another one that is not labeled as such. It has 14 pins and has  pic16F684 on it as well as 170232....How do I know if what I have is really another TAPLFO?

I am working on mounting the LEDs to the enclosure and have bought 2 different threaded metal holders. The problem I'm having is the "plug" that fits in the opening does not go all the way in enough to contact the butt end of the LED; thus the led id nit being held up into the bezel well. The other type of holder's "plug" pushes in far enough but does not have enough grip so that if  you push down on the LED at all the LED sinks down into the bezel. Does anyone make something that holds the LED in place snugly? or what am I not doing right?
everyone here has been so helpful...I certainly do appreciate it!

I am attempting to figure out a resistor to use with my LED (red super bright, fwd V=2, fwd current=20ma) my calcs say a 390 ohm resistor....in his build doc, drolo says he uses a 10K resistor with white superbright LED....what am I missing?  that is a big difference between 390ohm and 10K....what am I not understanding?

I am populating the pcb for Drolo's Twin Twin Peaks Tremolo and I have comer across a pad I don't know what to do with. It is where R24 is. If I solder in the resistor then it will cover uo the pad/hole. it is not numbered or labeled. What is this and what should I do? Thanks

I am building version 3.1 if that makes a difference... I was gonna post a pic but I just spent like 2 hours trying to do so...I give up... I hate computers!! and help is worthless!
caps numbering :C10, C12, C13, C16, C21, C22, C23, C24, C25, C26  all use 100 n ceramic capacitors as well as: c20  is a 470n ceramic.

I am attempting to build David Rolo's Twin Peaks Tremolo and the component list says to use a 100 n ceramic capacitor but the few places I looked only have 100n film capicitors. Will this be ok to use instead of the ceramics?

Cool. I measured one of mine today and it was 1.78.so I reckon I'm in business! Thanks for the help!

Is this something I have to measure on each actual LED or is this something that you just read the range in the info provided by the seller ? The 5mm red super bright one that I see on Tayda's site lists a range of 1.9 to 2.1 V.  The water clear ones are even more. Thanks for the help and for putting up with my ignorance.

Howdy, I am attempting to build the Twin Peaks Tremolo by David Rolo and in the notes he states "LED1 is there to increase the output of the voltage regulator (5V + the Forward voltage of the LED). Try to find a LED with no more than 2V FWD voltage to make sure the voltage regulator still has enough drop out voltage to operate correctly."
now I am having a devil of a time finding a LED of any color whose max Fwd voltage is 2 or less. Am I misunderstanding something? what should I do? Any help would be greatly appreciated1 Thanks!
