General Questions / Touchstone problems

Hey guys, I'm stumped on this one. I built a touchstone and I have some issues to trace down. I have signal in bypass, but not when I engage the pedal, the led lights up, but there's no signal coming through. My voltages are as follows:

IC1 pin 1-8, 8.38, 8.35, 0, 0, 0, 8.01, 8.40, 9.06

IC2 8.41, 4.18, 5.83, 0, 4.18, 5.58, 5.58

IC3 8.26, 80mv, 7.54, 8.41, 8.41, 0, 0, 0, 4.18, 4.18, 0, 8.28, 8.41

IC4 1.74, 4.10, 4.06, 0, 2.22, 2.22, 4.12, 9.06

IC1 has some funky voltages, but I'm not finding the issue. Any help is appreciated!

Ok, I did some more work last night with the gain pots and got it a lot cleaner, and somewhat louder. Think I'm gonna leave it alone for now. I appreciate all the help!

Ok, I took bsoncini's advice. When I dial back the blend to 0, I get unity gain, but no more. With the delay up, the repeats start to distort after about 3:00 on the level.  One other interesting thing I found is that even with the pedal off, the level knob affects gain, when I dial it down, it reduces my signal, whether or not the pedal is on.

Good to know bsoncini. Any suggestions on what to check to correct this?  Could it just be a biasing issue?  Thanks!

Finally got my total recall working after debugging and biasing (which took me forever).   The pedal sounds amazing, but I do have one issue. Is it normal for this pedal to drop the volume?  I have about a 3 to 4 DB drop in output when I engage the pedal. Was hoping there's a way to rectify this without having to fiddle with my volume pedal every time I engage or disengage the delay.

I think I posted this in the wrong forum originally (general questions vs. tech help). I couldn't figure out how to move the post, so I'm copying it here. I'm working on my first delay, the Total Recall, and I've got some wacky voltages. I was hoping someone smarter than me could help me figure out where to focus my troubleshooting efforts.
