that IC3 pin 4 is reading -4.1 volts, could this be the issue?

IC1: 6.5mv, 6.5mv, -0.1mv, -8.25v, 1.7mv, 3.1mv, 22.6mv, 8.80v

IC2: 31mv, 2.7mv, 0, -8.25V, 0, -3.7mv, -38.3mv, 8.80V

IC3: 8.80V, 4.43V, 0, -4.1V, -8.25V, 5.97V, 5.79V, 8.80V

I'm still new to building pedals so go easy on me. I've only built about 5 so far. No other pedals in line. Pedal by itself, and squeal stops when pedal is off. So its def something happening in circuit. Thanks for any tips/help!

I also am having this issue. I tried both chips with the 9.1(1044 and the 7660) because I have had an issue with chips on other neg volt pedals previously. I'm worried that the tone resistor wont fix my issue because this squeal is constant, no matter what position the knobs are in, whenever I hit a note you can hear it on top. And its really high pitched, like 15khz or something.  Its not extremely loud but its constant and in the background only when the pedal is on. If I turn up all the knobs I get an incredibly nasty feedback loop thats about 3khz. I wouldnt use the pedal like that, just seeing if it may help solve the issue. Have any of you guys been able to fix this issue? Or where should I start to troubleshoot it???  Thanks for any help in advance.
