I tried to decipher the datasheet in regard to what the voltages should be.  Do these look ok?

Here are the rest of the values:
1.  12mV     14.  -7.6mV
2.  1.3mV.    13.  .7mV
3.  1.7mV.    12.  .3mV
4.  9.33V.     11.  -9.13V
5.  1.8mV.    10.  1.2mV
6.  .3mV.        9.  1.7mV
7.  -10.2mV.   8.  -7.13V

I'm getting 9.33 on PIN 4 and -9.13 on PIN 11

I ordered 2.  I removed the first and put in the second.  I'll check the voltages tomorrow.  Just wanted to verify I had the right part.
Where would I find a list of the correct voltages to compare?  I've never been clear on that

I purchased a TLC274cn from Tayda.  I populated my board and it doesn't work.  My signal essentially stops at the IC in.  I checked Mouser and there seems to a variety of TLC274 with different numbers that follow.

I left him a message before bed last night and woke up to question about a clone.  Sounds like he's entertaining it.  I'm thinking he wanted to have that pedal on his board, for conversation sake maybe.  I shared the eBay listings$.  It'd be hard to argue with that.
So to drop the voltage would be a matter of fixed resistors?  Next question would be, which would be a 'better' choice? 3v or 1.5v?  3V for more headroom;)

I questioned him on wanting to modify this unit.  He's talking about removing the hard wired cable as well.  He mentioned not liking the tone (losing a lot of low end).  This might be a good point to argue for building a clone and changing the filtering cap.

Buddy of mine has a Maestro Fuzz -1A, meaning it runs on (1) AA battery.  He wants to be able to plug a standard 9v adapter to power it.  Could I use the Road Rage to convert the power to appropriate -9V and then use the Beavis Audio dying battery simulator to get to the 1.5V needed ?

In the end, he decided he wanted to decorate with paint pens.  He lost interest quickly in the art work and brain storming process.  So, it became 'Behold the Fuzz'.  He painted fingers pinching/holding the LED Bezel.  He drew his Z's backwards and so it reads 'Behold the Fuss'.  I kinda like that better.

In the past I've used steel wool and acetone.  Is the steel wool neccesary for transfer.  In my mind a smooth surface would transfer better than a scuffed surface.
