Posting out of curiosity as much as to perhaps providing 'the answer' to any other poor soul who finds themselves in my position.

so I typically use 2.1mm jacks on everything.  I bought the eh power adapter per spec for this build and captain obvious here took till now to figure out it employs a 2.5mm jack.  Now a 2.5mm power supply will physically fit into a 2.1mm jack... but ground will not make good connection... occasionally - your experience may vary. 

I don't know if they make this adapter in a 2.1 as well... but just wanted to post in hopes that perhaps someone might find the info as relevant as I am finding it right now.  cheers and thanks for - despite all my troubles - a very fun build.

using LT1054 charge pump, 2n5088, 2n5457, MC78L15ACP, LM1458N, V3207, CD4047BE
didn't really sub anything other than bbd and using two resisters in series to get r5/r4.

not a lot of opportunity for flux connecting two pads together other than a handful of pads that are really tight

I've checked orientation of electro caps.  at the reg I get expected 15v~

I do get clean signal with the chorus knob the right way and flange/vibe switch set right.
I've traced my signal to pin 3 on the BBD.  I checked the jumpers for MN3207 - looks right to me!
checking pins 7 and 8 of the bbd i get some kind of static.  I've swapped out for another mn3207 and same result. 

Q: looking at other posted voltages... it says pin 1 of bbd should be around 15v?  but this is the ground pin... am I missing something?  I see ~0v on mine.
looking at r36 I get correct voltage... depending on the bias setting I get 7v~ and 7v~ at the trim.

I could really use a pic of the tracks... I can read the schem and spot check... but it'd be real helpful in case anyone would be so inclined as to have mercy on my pitiful soul.

hello,
before you ask: yes, I prob bit off more than I can chew.  not a complete novice as I've built quite a bit but def finding this hard since I can't see the traces. 

I know I can't ask anyone to solve it for me... just sort of stuck and was hoping someone might give me an idea of what to check next.

i used the mouser cart for parts and seemed to have all I needed... did have some extra 24k but I may have ordered extra as it seems to be a common value. 
followed the build instructions and checked the dc jack, and regulator before I ever populated chips. 

what I've checked so far...
dbl checked that the mn3005 is oriented correctly to the solder mask.
-15.14 at regulator (-21.7 coming in)
-15.14 at pin 5 of ic6 -6.8 at pin 3/4
dbl checked all electro orientation
dbl checked d1 orientation
signal checked leading up to pin 7 of ic6... plenty of clean signal at pin 7 with level set to 40%

i have a couple of extra xvive mn3005 from smallbear, swapped out chips to check... sm result.  unless I got a couple of bad chips... but I'm not sure what the effect is when you have a bad chip... do you get a high pitched signal at pin 3/4?  i had initially worn a shock band while installing... ensured I grounded myself when swapping.

any help would be appreciated.
