Title: Sunking problem

So I put together another sunking pedal and it has a negative quirk.  The active signal sounds awesome.  When the pedal is on its amazing.  The problem is when its off, theres no passive signal and its making a really shitty buzzing, farting, dying computer sound.  I thought maybe its the switch.  That didnt work.  Maybe its a wire. Nope.  Why would the active signal sound perfect and then there be no passive signal?
Thoughts?

Did you wire it for true bypass or buffered bypass? What about your chips, have you tried replacing them?

Buffered with a DPDT as per the diagram.  And I tried different chips.  It has to be some kind of wiring thing right?  Why else would it work when engaged and then not work when disengaged?  I compared it with another I had built that works perfectly and I am stumped.  Has this ever happened to you?

I would audio probe just before and after C3. A bad cap there could be causing a problem.
