Why haven't I seen any diy delays with tap tempo? I wouldn't even consider using a delay without tap. Anyone seen any and perhaps this could be a new project for madbean?
It's probably because most diy stompoxes use analog electronics. Digital makes tap tempo easier.

most people just mute-strum and adjust time to tempo
You can find some options for tap tempo, but the best I knew of is no longer for sale. I have a couple of them though. It's the PTAP that I'm talking about.
There's a product called the taptation that's available at DIY Stompboxes you can look at. You'll have to integrate it into any delay yourself though. I plan on using my taptation I bought with a dual pt2399 design.
The best way to get tap tempo I know if is to use a digital pot to control the delay time control of any PT2399 delay. That's complicated though because you have to be able to program a PIC. I think the code might be out there though
