I heard those circuits can be BUGGY....

There's your issue, dual opamp in a single opamp circuit... but i've not seen a resistor with that colour code before... red, black, black, black, black, black, white, white, black.

There are only 6 leads on that op amp. :/

Oh... oh you missed something so much worse...

Looks like that circuit is going to need some de-bugging.

You're gonna have to tack solder that thing. It won't stay in place.
