If you slow the LFO to a rate of more than a minute, you can get as close as makes no difference :)

It's like a stuck wah, but instead of a midrange peak, it's a phase notch.
I think you could do it on the smoothie board (or any other Phase 45):
Omit the speed pot, R21, R25, R19, R20, and C8; jumper C9. This is actually just to keep the op amp from making noise.
Replace R22 and R23 with a 250K pot: put lug 3 on the +9V connection and pot 1 on the ground connection. The wiper sweeps between +9V and Ground. Connect the wiper to the pad for R19 that connects to R11/14/18 and C7. Now your pot is the control voltage for the FETs; moving the pot should be like the oscillator waffling.
