I can't seem to get enough power at the 9V once I ground to the board. I get 9.45V when I have the adapter not attached to the board ground but I get less than 1V when I ground it to the board. What am I missing?

I think your 1N4001 is backwards. Double check that the stripe (cathode) is NOT connected to ground.
On that board, it's a 1n5817 in series, so it's actually hooked up correctly here.
If it works when it's not wired up, then doesn't work when wired up, it usually points to a wiring issue.
Have you tried any rewiring?

Are you using a METAL 9v plug?
