There's no single sided layout for the Low Rider, but you can get one from gaussmarkov.net.. It uses some smd parts, though.

The short answer should be no.

If i read you right, you want to add a - say - lower fifth or third. The lowrider devides the fundamental by 2 which gives one octave down, then divide that low octave fundamental by 2 again. To get other intervals you need a different circuit design. I'm not sure its doable in the universe of "fairly" (well...) simple DIY designs.
